The Railway Security Guard functions on the basis
of regulations specified in an Act dated March 28th, 2003
regarding railway transport.
Art. 60, paragraph 1 of this Act states precisely
its
|
|
|
|
tasks: |
|
- control of the observance of order
regulations on railway premises, trains and other railway
vehicles, |
|
|
- the protection of the lives and healths of
people and property on railway premises, trains and other
railway vehicles. |
|
|
Carrying out his tasks, an officer of the Railway
Security Guard has
the following
rights
(art. 60 paragraph 2): |
|
- to check the identity of persons suspected
of
committing
a crime or an offence as well as witnesses
to a
crime or offence, in order to determine their identity,
|
|
- to detain persons
when
there is a justified need to take actions exceeding the
authority of the Railway Security Guard, for the purpose of
immediate
transport
to the nearest police unit, |
|
- to stop and
control
a car which is driven within the railway premises
and
an adjacent
area
of land in
the
case of a justified suspicion that a crime or an offence was
committed by means of this car, |
|
-
to impose fines via giving tickets on the basis of principles
specified in the Code of practice regarding offences,
|
|
- to carry out explanatory activities, to appeal
to courts
with a motion regarding the punishment, to accuse before the
court and file measures of appeal in a mode specified in the
Code of practice regarding the offences, |
|
-
to apply the measures of direct coercion: physical force in the
form of incapacitating holds and similar techniques of defence,
including the use of
gas, a
baton,
handcuffs, and a service dog. In strictly specified situations,
he may reach for
his
firearm |

The unit of the Railway Security Guard
currently stands at
about 3.5 thousand officers. The organisational
unit of the Railway Security Guard is the Chief Headquarters
of the Railway Security Guard, which is
the responsibility
of the company
"PKP"
Polskie Linie Kolejowe SA. The Headquarter of the Railway
Security Guard consists of 8 district branches, which operate
within the administrative borders of provinces. The district
branches encompass 37 regional branches, which in turn supervise
the work of a few dozen sites of the Railway Security Guard.
Within the organisational structure of the District Branch of
the Railway Security Guard in Poznań, there is the only
Professional Training
school
as well as
the
Service Dogs Breeding and Training Centre in Zbaszyn
(wielkopolska province), functioning since 1945. Owing to this
Centre, the officers of the Railway Security Guard are supported
during patrols by 170 perfectly trained four-legged charges. |

The Railway Security Guard also
includes
operational-intervention
groups for special tasks.
The officers from these groups are trained by instructors from
the anti-terrorist units of the Police in regards
to martial arts, intervention techniques and shooting. Many
times they have proved their value in actions against thieves of
railway property and ordinary criminals operating in trains. |
